  • Senate Bill 797 & 798 (Browne) – Two-bill package that provides for the Compliance of Commonwealth Statutes with the federal Heroes Earnings Assistance and Relief Act of 2008 (HEART Act), and the Uniformed Services Employment and Reemployment Rights Act (USERRA), and the Internal Revenue Code (IRC) relative to pension credit for military leave for public school employees. Required implementation date for federal law compliance is July 1, 2013.
  • Senate Bill 803 (Baker) – Excludes active duty military pay earned in Pennsylvania from earned income tax.

  • House Bill 46 (Godshall) – Amends the Organ and Bone Marrow Donor Act (Act 65 of 2006) in order to remove the sunset clause associated with the tax credit portion of the Act.
  • House Bill 465 (Mackenzie) – Amends the Tax Reform Code to exclude the following transfers from the Realty Transfer Tax (RTT):

      • Transfer of real estate between two or more volunteer emergency medical services agencies, volunteer fire companies or volunteer rescue companies from the Realty Transfer Tax (RTT)
      • Transfer of real property for no or nominal consideration from the Commonwealth or any of its instrumentalities, agencies or political subdivisions to a volunteer emergency medical services agencies, volunteer fire companies or volunteer rescue companies from the RTT.
